In a move that’s sending ripples through communities like Windsor, the Canada Border Services Agency (CBSA) has announced a significant reduction in its workforce, cutting 348 jobs and issuing potential layoff notices to 708 employees. According to a CBSA spokesperson, these cuts are part of a broader strategy to streamline operations while continuing to grow its frontline workforce. However, the union representing CBSA employees argues that the impact will be felt far beyond the numbers, particularly in regions like Windsor, where workers have already received notices. The exact number of layoffs in Windsor remains unclear, leaving many families in limbo.

And this is the part most people miss: The layoffs are targeting national headquarters staff, not frontline officers. While CBSA insists this won’t affect border operations, Mark Weber, president of the Customs and Immigration Union (a branch of the Public Service Alliance of Canada), paints a different picture. He emphasizes that these behind-the-scenes workers are critical to trade, passenger operations, intelligence, and technology—roles the public rarely sees but are essential to the agency’s function. “It’s not just numbers. It’s people who’ve dedicated years of service, and now they’re being told they’re no longer needed,” Weber said. “This isn’t where the cuts should be happening.”

The job cuts are a response to a 2% budget reduction, totaling $52 million, and align with the federal government’s plan to eliminate 16,000 full-time equivalent positions over the next three years. CBSA provided a detailed breakdown of the affected branches:

  • Commercial and Trade Branch: 92 employees affected; 29 positions cut.
  • Travellers Branch: 136 employees affected; 52 positions cut.
  • Intelligence and Enforcement Branch: 97 employees affected; 63 positions cut.
  • Strategic Policy Branch: 103 employees affected; 78 positions cut.
  • Human Resources Branch: 231 employees affected; 84 positions cut.
  • Information, Science and Technology Branch: 32 employees affected; 26 positions cut.
  • Finance and Corporate Management Branch: 17 employees affected; 16 positions cut.

To achieve these reductions, CBSA plans to consolidate similar roles under fewer executives and eliminate redundant corporate functions. New tools are also being introduced to help managers track budgets and procurement more efficiently. Affected employees have options like voluntary retirement, resignation, or position swaps, with incentives for early retirement still under negotiation.

Here’s the silver lining—or is it? CBSA insists these cuts won’t impact the hiring of 1,000 new frontline officers announced in October or the $1.3 billion border plan unveiled in December 2024. “We’re expanding our frontline teams to tackle organized crime and support the economy,” the agency stated. But Weber counters that while CBSA’s cuts are relatively smaller than other government departments, the human cost remains devastating.

Weber suggests alternatives: “The government could save jobs and money by easing its return-to-office mandate and expanding telework. Or, why not reconsider executive bonuses instead of cutting the backbone of the agency?”
